USA Environmental Received Munitions
Response Contract for Worldwide Sites from the U.S. Navy
|
USA Environmental, Inc. (USA) was
awarded a contract from the the U.S. Navy, NAVFAC Pacific, for Munitions
Response at sites worldwide under a small business set-aside
procurement.
The contract is a Cost-Plus-Award-Fee (CPAF)
Indefinite-Delivery/Indefinite-Quantity (ID/IQ) type contract, with a
ceiling of $50 million. The contract is for a base period and four
one-year option periods. USA subcontractors for this effort are CH2M
HILL; AGVIQ LLC; and Wil Chee Planning and Environmental, Inc.
The program encompasses a wide range of services for performing
munitions response and incidental environmental remediation at sites
which potentially contain Munitions and Explosives of Concern (MEC). The
purpose of the work is to allow for the reasonably safe use of the
identified areas of concern. Work at the areas of concern may be on or
beneath the surface of land areas, and may include beach, marsh, mud
flats, surf zone and/or submerged water areas. USA may be required to
perform work at multiple sites worldwide.
Work will be primarily performed in Alaska, Washington State, and
Hawaii, but may include other sites at Navy and Marine Corps
installations, and other Government agencies in the United States and
its territories and worldwide.
The contract may also require performance of large-scale multiple
projects simultaneously and mobilizing for significant and unexpected
surge requirements on short-notice.

Seven Years of Munitions Response
Services Business

2005, Tampa, FL – USA Environmental, Inc. (USA) is proud to celebrate
it’s 7th anniversary. USA has successfully established an impressive
track record as a Small Business (SB) performing Munitions Response
Services including UXO Characterization and Remediation since
incorporation.
USA has worked on over 350 individual projects/task orders throughout
the U.S., Canada, Puerto Rico, Virgin Islands, Japan and Iraq. Seven
years ago, USA’s services were focused on UXO Characterization and
Remediation. Over the years, USA expanded to provide additional related
services including geophysical, GPS, GIS, and technology evaluation.
Within the last year, USA has received contracts that focus on site
characterization, including remedial investigation/feasibility study
(RI/FS) , range reconnaissance and comprehensive site inspections (CSE).
USA added to its professional workforce accordingly.
We established affiliations with companies supporting Munitions Response
Services work. For example, USA has worked closely with GeoCenters in
researching, developing and evaluating new technologies for the past 4
years. USA has had long-term business relations with Timberline
Environmental Services, a company providing vegetation and range residue
removal. In addition, USA has created a solid vendor base for logistics
and other support.
USA’s project history spans from large multi-year Munitions Response
Service prime contracts to short-term UXO support as a subcontractor.
The majority of work has been performed for the Department of Defense (DoD),
mostly for the U.S. Army Corps of Engineers as prime or subcontractor.
USA has performed work for 75 customers and expanded business to include
work outside the Continental United States. Since March 2003, USA has
performed work in Iraq the support has continued through the last year
and have worked in Puerto Rico for the past 4 1/2 years.
From the start, USA was focused on professionalism, responsiveness and
cost effectiveness. Our staff is carefully selected with these criteria
in mind. As a result of our emphasis on customers satisfaction, one of
USA’s long-term prime contractors nominated USA for the “Small Business
Subcontractor Award of the Year” two years in a row. In addition, USA
was nominated for “prime contractor of the year” in 2004 by the U.S.
Army Engineering & Support Center, Huntsville.

USA Environmental Received a Share of the $1.5
Billion Contract for
Munitions Response Services from USAESCH
June 2004, Tampa, FL – In February 2004,
USA Environmental, Inc. (USA) was awarded a contract from the U.S. Army
Engineering & Support Center, Huntsville (USAESCH) for Munitions Response Services
and Other Munitions Related Services within the Continental United States and
worldwide. This acquisition replaced the USAESCH $200 million/5-year Ordnance &
Explosives (OE) Services contracts under which USA had been awarded a
contract in 2000.
USA was 1 of 10 firms awarded a contract under the new Munitions
Response Services program that has a ceiling value of $1.475
billion. USA’s contract ceiling is $525 million. The contract is an Indefinite
Delivery/Indefinite Quantity (IDIQ) type contract and the period of performance is
for a base year including provisions for four one-year optional periods of
performance. USA subcontractors for this effort are Parsons; DynCorp International; NAEVA
Geophysics; and GEO-CENTERS.
The contract encompasses integrating, managing, and executing all
specified aspects of Munitions Responses and other munitions
related services. USA will perform system integration, data management,
project planning, logistical life support and engineering management, historical data
analysis, conceptual site modeling, footprint reduction methodologies, field
reconnaissance, remedial investigations, engineering evaluations and studies,
feasibility studies, application of innovative technologies/approaches, geophysical
mapping, anomaly discrimination, cost analysis, risk analysis, statistical sampling
and analysis, munitions constituents (MC) sampling, removal, storage, and disposal of
munitions and explosives of concern (MEC) and other munitions, remedial actions, demining operations, booby trap clearances, disablement of unconventional warfare
explosive devices, site security, recurring reviews, regulatory interface and
requirements, stakeholder involvement, community relations, media support,
instructional support capabilities, and documentation. USA will also perform
Recovered Chemical Warfare Materiel (RCWM) operations
and comprehensive air
monitoring for Hazardous, Toxic, and Radioactive Waste, MC, and CWM operations. Projects
are performed at various Formerly Used Defense Sites (FUDS) and other sites
outside the continental United states to permit lands and waters to be safely and
effectively used for their intended purpose.
Since award of the contract, USA has received 2 task orders. USA is
performing a task order to manage Captured Enemy Ammunition
(CEA) in various locations throughout Iraq in support of U.S. Army Corps of
Engineers overseas operations in Iraq. This is a follow-on project to task order,
which USA received in August 2003 under a previous contract with USAESCH. The second
task order is to provide mobile teams insupport of the CEA program.
Another contract under the same procurement was awarded to Parsons with
USA as a significant subcontractor. USA performs
ordnance clearance work and Engineering Evaluation/Cost Analysis (EE/CA) support
for Parsons under this contract.

the “2003 Regional Subcontractor of the Year”
for the U.S. Small Business Administration (SBA)
Region IV. To qualify for this award, a small

– Employees of USA Environmental, Inc. received
a Certificate of Appreciation from Brigadier General Robert Crear, Team RIO (Restore Iraqi Oil), US Army Commanding. This recognition was for USA’s
employees during protracted combat operations in support of Combined Forces
Land
Component Command during Operation Enduring Freedom and Operation Iraqi Freedom,
and their efforts to work with the Iraqi people to safely and effectively
restore the oil infrastructure of Iraq during the period of 14 April 2003
through 05 August 2003.

USA Environmental Celebrates 5th Anniversary
|

(USA) proudly celebrates their 5th Anniversary of providing Ordnance &
Explosives Services. USA has successfully established an impressive track record
as a Small Business (SB) performing Ordnance and Explosives (OE)
Characterization and Remediation within the last five years.
USA has contracted over 208
projects/ task orders in 35 States, Canada, Puerto Rico,
U.S. Virgin Islands, and Iraq. USA’s customer base has
expanded to 51
individual customers, including the U.S. Army,
Navy &
Air Force and various Environmental, Engineering &
Construction firms. USA has employed an average of 100
personnel and
reached a peak of 140
personnel in the field in July 2002.
In order to provide fully
integrated OE services, USA has expanded its business
areas to include Digital Geophysical Mapping. USA has
recently added
additional engineering capability by hiring two
licensed professional engineers and is currently performing on four OE
Engineering Evaluations/Cost Analysis (EE/CAs) under the OE
Characterization and Remediation contract for CONUS & Worldwide with the
U.S. Army Engineering & Support Center, Huntsville (USAESCH). USA is
currently performing EE/CA task orders at the Former Frankford Arsenal,
PA; Williams Field, AZ; Camp Chaffee, AR; and Waikoloa Maneuver Area, HI.
USA has successfully supported the U.S. Army to
secure and restore Iraq’s oil fields. USA personnel safely performed UXO/EOD
services, including UXO location and disposal at several hundred gas and oil
separator plants (GOSP), oil refineries and oil wells; clearance of land
minefields; and instructional training for UXO and mine awareness for military
personnel, civilians and local Iraqi populace. In July 2003, USA was
selected with three other companies to locate and dispose of Captured Enemy
Ammunition in Iraq.
USA

USA Expands its Digital Geophysical Mapping Services
Tampa, 8 October 2001
– USA Environmental, Inc. (USA) continues to
strategically move towards a fully integrated OE/UXO firm. Its latest step to realize this goal is by self-performing OE/UXO projects requiring digital geophysical mapping (DGM). In the past, USA supplemented its in-house capabilities with credible DGM team members. This approach will continue under
current contract agreements and projects with sizable DGM requirements.
However, more and more USA will self-perform OE/UXO projects with DGM
requirements. To help in this effort, USA added to its corporate staff Mr. Al
Crandall, who has 28 years of experience with GEO-CENTERS and the Naval EOD Technical Center. Fifteen of these years were specifically focused on all
facets of DGM, including man-portable and towed-array sensor systems and
multi-sensor, data fusion R&D projects. Mr. Crandall is currently working on an ESTCP project that is co-sponsored by USAESCH to explore the feasibility to
develop a combined EM and Magnetometer towed arrayand detect anomalies.
USA is currently self-performing three projects with DGM requirements, including
two for USAESCH. The first project is being
conducted for CH2MHill at the Naval
Surface Warfare Center, Dahlgren, VA, where USA is performing OE Avoidance and
DGM services.
On this project, USA is using both EM-31 and EM-61 devices to
determine site waste boundaries and
detect anomalies.

The other two
projects with DGM requirements are with USAESCH under their $200M/5-year OE
System Integration Contract. At Ft. Benning’s Wagner Range, USA will perform
both OE construction support and digital geophysical mapping. At Ft. Ord, USA
will perform DGM using a vehicular
towed-array, digital magnetometry combined with a digital real-time navigation
system capable of providing accuracy to the nearest 10 cm.

Parsons/USA Team Wins OE Cleanup
Contract at Ft. Ord, CA

July, 2000 - Parsons/USA Environmental (USA) was awarded an
Ordnance & Explosives (OE) Cleanup contract at Ft. Ord,
California. This indefinite-delivery/indefinite-quantity (ID/IQ) contract award was made by the U.S. Army Corps of Engineers
(USACE), Sacramento District to Parsons Infrastructure &
Technology Group, Inc. (Parsons). The prime contract value is
estimated at $50M for a period of five years if all options are
exercised.
As a subcontractor to Parsons, USA will perform
detection, location and removal of unexploded ordnance (UXO) and
UXO scrap. USA will be issued task orders to safely locate,
identify, transport, store and dispose of UXO. USA will also
perform auxiliary functions including site preparation and
support for the geophysical investigations and providing UXO
escorts.
USA Environmental, Inc. has performed OE work at Ft.
Ord since 1996, first under task orders for the West of the
Mississippi contract and since 1997 under a 4-year, $29.5M
Stand-alone contract. USA was the prime contractor for both of
these contracts. The objective of this contract is OE
cleanup/reduction of areas located within the Former Fort Ord to
the extent that they become fully suitable for the intended reuse
purpose. Key components for this work include the application of
innovative technologies/approaches in conjunction with
traditional OE removal methods to improve quality and
productivity while reducing cost.
The former Fort Ord site
occupies approximately 28,000 acres in Monterey County,
California. It is located about 100 miles south of San Francisco
and adjacent to the cities of Monterey, Del Ray Oaks, Seaside,
Sand City and Marina.
USA's sole business focus is the characterization
and remediation of federal, state and industrial sites that are
contaminated with OE and OE scrap. The company's key

NEARLY TWO YEARS OF SUCCESSFUL OE
BUSINESS
UXO Forum May 2000 USA
Environmental, Inc. (USA) has successfully established an
impressive track record as a Small Business (SB) performing
Ordnance and Explosives (OE) Characterization and Remediation
since it started operation in July 1998.
Since incorporation, USA has worked on 56
separate contracts, involving over 80 individual projects/task
orders. For example, USA is currently the prime
contractor on a $29.5M OE contract with the U.S. Army Corps of
Engineers (USACE) Sacramento District at Ft. Ord, CA. USA has
performed OE response and services at Ft. Ord for the last four
years, which included a one-year extension of the contract. Under
this contract in 1999 alone, USA successfully performed on five
large simultaneous tasks orders, including project management,
GIS operations, digital geophysical surveys, OE detection,
excavation, transportation and disposal, risk assessment, CWM and
HTRW response support, vegetation removal and public meetings
support. For this contract, USA received a Contractor Performance Evaluation from USACE, Sacramento District, stating an Outstanding
rating for "Cooperation and Responsiveness" and Above
Average ratings for "Quality of Service, Met Contract
Requirements, and Professional Conduct" in our one-year
Performance Evaluation by the Procuring Contracting Officer for
the period of June 1998 to June 1999. USA received Satisfactory
in the remaining 23 areas that were evaluated.

Ft. Ord throughout 1999, USA simultaneously worked on 39 other OE
projects ranging from small quick response actions to supporting large EE/CA
task orders. USA conducted these additional projects
for 27 different customers in 16 states and one Canadian
territory.
In September 1999, The Foster Wheeler/USA
Environmental (USA) was awarded a unexploded ordnance (UXO)
remediation contract at Ft. McClellan, Alabama with a value of
$50M for a five year period. As a major subcontractor to Foster
Wheeler, USA provides a substantial amount of all subcontracted
work for UXO operations.

characterization and remediation of federal, state and industrial
sites that are contaminated with OE and OE scrap. The

TEAM WINS
UXO REMEDIATION CONTRACT AT FORT MCCLELLAN, AL
TAMPA, FLORIDA - September 22, 1999 - The
Foster Wheeler/USA Environmental (USA) has been awarded a
unexploded ordnance (UXO) remediation contract at Ft. McClellan,
Alabama. This indefinite delivery/indefinite-quantity (ID/IQ)
contract was awarded by the U.S. Army Engineering and Support
Center, Huntsville (USAESCH) to Foster-Wheeler Environmental
Corporation. The prime contract value is estimated at $50M for a
period of five years if all options are exercised.
As a subcontractor to Foster Wheeler, USA will
provide a substantial amount of subcontracted work for UXO
location and removal. With the first task order signed, USA
Environmental will begin work on the contract immediately. USA
will be issued additional task orders to safely locate, identify,
transport, store and disposal of UXO. USA will also perform
auxiliary functions including UXO escorts, site preparation, and
support for the geophysical investigations.
The objective of this contract is risk
reduction/cleanup of Ordnance and Explosives (OE) at Fort
McClellan, AL, using innovative technology and applications which
provide improved quality and productivity at reduced cost. This
is an engineering and technological holistic approach to OE risk
reduction/cleanup.
Fort McClellan is a U.S. Army Training and Doctrine
Command Facility and scheduled for closure in September 1999
under the Base Realignment and Closure Act (BRAC). USA's sole business focus
